BCPNP – Entry Level and Semi-Skilled Workers

Canada, with its unique geography, advanced economy, and world-class education system, has always been a popular destination for highly skilled professionals. However, what Canada truly lacks—and what the government strongly encourages through immigration—are so-called “blue-collar” workers.

So, what kinds of blue-collar jobs can lead to Canadian immigration?

Entry Level and Semi-Skilled Category

The Entry Level and Semi-Skilled (ELSS) category is one of the traditional streams under the British Columbia Provincial Nominee Program (BCPNP). Through this program, eligible applicants can obtain a BC Provincial Nomination and then apply directly to Immigration, Refugees and Citizenship Canada (IRCC) for Permanent Resident (PR) status — also known as the Maple Leaf Card.

If your job is classified under TEER 4 or 5, you generally fall within the definition of a “blue-collar worker.” Common examples include:
assistant cooks, beauticians, cleaners, construction workers, truck drivers, carpenters, electricians, plumbers, meat cutters, and farm laborers (harvesting and picking).

Immigration Pathways for Blue-Collar Workers

There are several immigration options available for applicants in these occupations:

Includes the BC PNP Entry Level and Semi-Skilled category, Alberta Opportunity Stream, Saskatchewan Experience Category, and Ontario Employer Job Offer Stream.

Offers three streams, one of which is dedicated to low-skilled workers.

For applicants who have full-time job offers in specific agricultural or food processing industries.

Requires candidates to meet both federal eligibility criteria and community-specific requirements.

BCPNP – Key Focus Areas

If you are employed in tourism, hospitality, or food processing industries, and your job falls under TEER 4 or 5 (excluding childcare or elderly caregivers), you may be eligible to apply through this BC PNP stream.

The Key Requirement: A Valid Job Offer

The most critical factor in a successful application is obtaining a valid job offer from an eligible BC employer.

⚠️ Note: Applicants under this category cannot apply through the federal Express Entry system (non-EE). However, applications are still submitted online through the BCPNP Online Portal.

Once your documents are submitted, BC PNP will assess and score your profile, and invitations will be issued based on ranking.

Employer Requirements

Must be operating within British Columbia.

If located within the Greater Vancouver Area, must employ at least 5 full-time staff.

If located outside Greater Vancouver, must employ at least 3 full-time staff.

Must have been in active operation for at least 2 years in BC.

Must provide supporting documents showing efforts to hire local Canadian workers.

Must offer a full-time, permanent position that meets industry wage standards.

Applicant Requirements

Must have worked full-time for the same BC employer for at least 9 consecutive months.

Must have a full-time, permanent job offer meeting local industry wage standards.

Job position must be in TEER 4 or 5, and if not located in Northeast BC, it must be on the eligible occupation list for the specific sector.

Must hold at least a high school diploma (Canadian or foreign equivalent).

If the job requires certification, the applicant must hold the relevant license or credential.

Must meet a minimum language level of CLB 4 (IELTS General: Listening 4.5, Reading 3.5, Writing 4, Speaking 4).
